The Budget Manager manages, oversee, and facilitates the development, preparation, and execution of the City Manager's recommended budget. Analyzes departmental forecasted expenditures and revenues, provides guidance and training to staff, oversees grant fund administration, and manages compliance with financial regulations.
1. Manages, oversees, and monitors budget, financial, and grant activities for various City-wide processes; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve
operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; monitors financial compliance with various regulations.
2. Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; ensures accountability and transparency in City Financial matters.
3. Assists in the development, preparation, management, and implementation of the City Manager's recommended budget for all Fund types; reviews budget submissions, provides sound recommendations, conducts surcharge analysis and rate calculations, and reviews all federal, state, and private grant submissions and awards.
4. Conducts and performs various research activities and projects as assigned; oversees the financial documents and operating budget for grants and other funds; performs audits of grants and grant funded programs City wide and complies with other Auditor's requests when needed.
5. Manages, oversees, and evaluates Master Lease Equipment purchasing program; reviews drawdown requests, ensures purchasing guidelines are met, and prepares detailed documents for tracking.
6. Serves as the acting official departmental representative to other City departments, City Manager's Office, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive, significant, nod controversial issues.
7. Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
8. Performs any and all other work as needed or assigned.
Education:
Bachelor's degree in Business, Public Administration, Finance or a related field.
Experience:
- 5 years of professional level work in a municipal government, budgeting, financial analysis, revenue collections, grant administration, or other related experience.
- 2 years minimum supervisory experience.
Knowledge and Skills: 1. Knowledge of single audit requirements, financial systems, and grant administration.
2. Knowledge of organization, function, financial administration, and authority of various City Departments.
3. Knowledge of pertinent Federal, State, and local laws, ordinances, statutes and regulations.
4. Knowledge of funding sources available to local governments through the Federal and State governments, private sectors, and foundations.
5. Ability to perform extensive research relating to grant funds and legislative issues.
6. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
7. Ability to identify and respond to community and City Council issues, concerns and needs.
8. Ability to provide administrative and professional leadership and direction to subordinate staff.
9. Communicating effectively orally and in writing.
10. Establishing and maintaining effectively working relationships.
