Overview Recruitment Number 25-0343. The current vacancy positions are permanent full-time positions with the Department of Law Enforcement (DLE). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. Position and Duties Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations within its jurisdiction, including program-area specific investigations (e.g., welfare fraud) or investigations spanning multiple jurisdictions (Executive, Legislative, Judicial Branches, State departments or agencies, county and federal governments, regulatory boards and commissions). Performs other related duties as assigned. The current vacancy positions are located in the Intelligence Enforcement Unit of the Office of Homeland Security (OHS) in the Department of Law Enforcement (DLE). The Intelligence Enforcement Unit provides intelligence support to departmental operations focusing on homeland security threats and crimes statewide. The purpose of these positions is to perform investigations and enforcement actions related to the collection of homeland security and criminal intelligence information. These positions are vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS), and are authorized to carry and use firearms and ammunition. Major duties include: conducting in-depth and/or undercover investigations of criminal activities such as terrorism, critical infrastructure threats, illegal gaming entitlements, and violent crimes; coordinating and cooperating with Federal, State, and County agencies in conducting investigations; conducting seizure and forfeiture cases on currency, vehicles, and property; and participating in and coordinating the Federal asset-sharing program with the U.S. Drug Enforcement Administration. Qualifications To qualify, you must meet all of the following requirements: Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education/Experience: Bachelor's degree from an accredited four-year college or university. Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrated: A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others. Quality of Experience: At least one (1) year of specialized experience comparable in scope, complexity and responsibility to Investigator IV work in State service. The Investigator IV framework is described with diverse roles, including independent investigations, supervising a small program, or acting as a working supervisory investigator within standard policies and procedures. Selective Certification & Special Requirements Selective Certification Requirement: Applicants must possess demonstrated knowledge of the intelligence cycle/process; intelligence-led policing practices related to homeland security threats and criminal activities; criminal and intelligence investigations management; and the jurisdictions and functions of various governmental agencies and departments. Certification of eligible applicants shall be restricted to those who meet the minimum qualification requirements of Investigator V and: A. Are currently, or previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun; and B. Of the 3-1/2 years of Specialized Experience, possess at least 1-1/2 years of professional experience working in various governmental agencies and departments or joint task force environments in furtherance of federal and state law enforcement operations. The Homeland Security Investigations Experience may be gained concurrently as part of the required Specialized Experience or in a separate capacity. Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. Substitutions allowed as described in the Minimum Qualification Requirements. Special Requirements: Applicants must meet all State and Federal requirements applicable to carrying, possessing and using firearms and ammunition, and must be currently or previously qualified by a certified law enforcement firearms instructor. Applicants may not possess a conviction of domestic violence. Driver's License: A valid driver's license is required at the time of appointment.
