Program Manager-National Guard Connectedness & Relationship Education System Category Program Management Description Organization Established in 2006, Interactive Government Holdings, Inc. The National Guard Bureau (NGB) J1 Warrior Resilience and Fitness (WRF) Division requires a contracted team to manage the implementation of the National Guard (NG) Connectedness and Relationship Education (CARE) System, which includes the planning and execution of site visits, trainings and briefings across the nation, marketing campaigns, implementation and evaluation plans. The contracted team will work in coordination with the WRF Partnerships and Programs Branch and NG CARES Director. Position Requirements Job Description Interactive Government Holdings(IGH)is seeking qualified, trained and capable individual to serve as a Program Manager for the National Guard Connectedness and Relationship Education System. NG CARES is an integrated, comprehensive, person-centered (eco)system which builds connections, increases protective factors, and promotes holistic health in support of Service Members and their Families throughout their career. These programs are critical to retention, readiness, and reduction of risky behaviors and emplacing protective environments in support of primary prevention strategies. Major responsibilities include (not all inclusive): Work closely with National CARES Team, their respective S/T/DC CARE Leads, cross-functional teams, and collaboration partners to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives. Note: There are 5 Stages in the System and CARE for Families which crosses all stages. The current S/T/DC CARE Leads are SD, NV, WI, OH, ID, and GA. Each state is responsible for their stage of the system. NGB will identify the government POCs at each state to work closely with the Program Managers/Program Coordinators that are embedded in the lead states. The S/T/DC CARE Leads will work in coordination with the NG CARES Director and NGB. Assess and identify capability gaps and opportunities for improvement to enable a culture of high performance; reports findings and propose solutions to senior leadership. Monitor organizational progress against the execution of plans and ensure plans are aligned with organizational strategies. Manage multiple complex projects in a fast-paced environment with many partners and stakeholders. Work with other Program Managers to identify risks and opportunities across multiple projects within the organization. Analyze, evaluate, and overcome program risks, and produce program reports for managers and stakeholders Manage and develop Program Coordinator. Meet timelines for administrative tasks, activities, and events. Collect, assimilate, and showcase data to objectively support lines of effort and resource funding. Maintain accurate data files and records to enable management to track the program’s progress/status. Create/coordinate online registration for events that require registration. Online registration will be completed utilizing Army 365 and Microsoft Forms. Attend all meetings, present trainings and reports as needed. Coordinate with internal/external networks to obtain resources for events, manuals, supplies and materials. Provide monthly documents and reports that are accurate and meet the suspense of the 1st of each month 98% of the time. Due to the nature of the service, experience with the military is required. Experience can be gained through prior or current military service, member of a military family, or service as a military family volunteer. Must possess and maintain a valid state issued driver’s license and a personally owned vehicle that can be utilized. Work may vary. An uncommon tour of duty may be required. Flexibility with working schedule is mandatory because it impacts the ability to support and serve military. Travel is anticipated for training. Travel will include regional and national to support mobile training team events. Contractor employees will be reimbursed mileage according to (JTR). Skills / Certifications / Qualifications: Bachelor’s degree in Leadership, Organizational Development, Adult Learning, Program Development, Implementation Science, Human Development, Relational Leadership, Military Culture, Program Management or related area and at least 5 year of experience in related field. A combination of experience and/or education will be taken into consideration. Ability to work as part of a team, strong interpersonal skills. Demonstrated consultative approach: excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing, with audiences at all levels. Strong relationship building and stakeholder management skills. Ability to work autonomously and effectively in a fast-paced, complex, multi-tasking virtual environment. Strong command of Microsoft Office and ability to produce deliverables that carry a "stamp of excellence." Must have a valid driver’s license and ability to operate a motor vehicle.
